way in one case they would be creating a dangerous precedent

with other foreign governments.

I regret that I made little impression upon him,

but it looks as if the Nationalist Government is apparently

prepared to continue to act high-handedly by insisting on

claiming that persons like Mr. Low Peng Kiah are Chinese

subjects.
